Voluntary Association for Rural Development (VARD) was established in 1988. Since it’s inception it has been working with the poor people of the community for their socieo- economic development. VARD started its work in Sylhet at the beginning. Now it is working in 55 Upazilas under 10 districts of Bangladesh. We have planned to expand it’s activities to in wider areas with an integrating development approach in rural and urban areas. |

Voluntary Association for Rural Development (VARD) is a national Non-Government Organization (NGO), established in January 20, 1988 with the initiative of founder and Executive Director and former UN volunteer Mr. Amranul Hoque Kamal. VARD runs major part of its integrated development activities from Sylhet Office, located in the divisional headquarter of Sylhet division, northeast part of the country. VARD also implements project’s activities and maintain communication and liaison with donor agencies and other related organizations from Dhaka Office in the capital city of Bangladesh. |

Background
Voluntary Association for Rural Development (VARD) runs its major parts of development activities in Sylhet division, which still belongs to relatively untouched area, sufficient local development institutions did not emerge, government initiatives have been as else where rudimentary, the gap between poor and rich rise social imbalance, high degree of conservatism and significant influence of fundamental have hindered the process of development in the Sylhet division.
Child and adult education is low, high dropouts are normal phenomena, health facilities and health centers are inadequate, family planning services are poorly available, hygienic sanitation practice is alarming form, access to safe drinking water is scare and credit for the poor is not accessible. Natural water flow is disrupted. Natural calamities like flash flood and earthquake are frequent phenomena, siltation of rivers and canals results in water logging and flash floods, risk reduction activities are not effective in terms of mass awareness on disaster risk reduction & management, relief & rehabilitation, social terrorism reign over laws, people are vulnerable to easy drug availability, local cottage industry is diminishing due to missing market linkage, lack of capital and lack of modern production technology, people are not aware about sustainable and livestock. Tea garden workers are traditionally living as quasi slaves. Government's khasland policy is influenced by the encroachers and influential people. The infrastructure facilities in the area are underdeveloped, social and religious leaders do not actively participate in the development activities. |

Geographical coverage (working area) of VARD |
| |
VARD mainly works with and for the landless, destitute and vulnerable people in Sylhet, Moulvibazar, Sunamgonj and Habiganj districts in Sylhet Division - the area are mostly hilly and low-lying marshy land where most of the people live in below poverty line, the employment and earning opportunities are very limited, as a result major portion of the able manpower remains unemployed. |

General Body (GB) consists of 21 members from different professionals. GB meets once yearly in the Annual General Meeting (AGM). The role of GB is to elect Executive Committee (EC) member for 2 years duration, review the on going organizational activities and approve the yearly organizational activity plan and annual budget. |

Advisory Committee consists of 3 members from different professionals selected by the GB for 2 years duration. The role of Advisory Committee is to advice the EC while the organization faces any critical crises or problems and plays an active role on organizational management and development. |

Executive Committee consists of 7 members-elected by the GB for 2 years duration. ELDP is one of the core programs of VARD. Mainly it has been introduced to alleviate the poverty through formation of grass-root level people’s organization, their fund generation, creation of income and employment opportunities and microfinance support. ELDP assists land-less, hardcore poor and under privileged community people to organize them under Village Organization (VO) and to utilize available local resources and human potentiality to uplift their socio-economic status. Another component of ELDP is entrepreneurship development interventions which deliver services to entrepreneurs in helping them to unleash and develop their entrepreneurial qualities and potential to establish and operate business in a completive market economy. |

The major portions of VARD working areas are in low-lying, haor-basin, mushy and beneath -hill which are commonly affected by floods & flashes while there are heavy rainfalls. Considering the situation, VARD is providing services to the community people for disaster risk reduction through awareness buildup, relief and rehabilitation to the victims of natural calamities such as floods, cyclone, heavy rains, earthquake and draughts. Therefore the ultimate goal of the DRRP is to reduce disaster risks and compensate the victims to restart their livelihoods again. |

Traditionally, agriculture production in Bangladesh is oriented towards paddy cultivation, to the extent that signs of monoculture have appeared during recent years, with partly decreasing yields. VARD intends in this sector to promote sustainable agriculture technology and practices of land use for making economically profitable, socially just and ecologically sound towards the improvement of environment. VARD also intends to focus on the alternative utilize of available land, particularly for social forestry and homestead gardening. Attention is given to the best use of the alternative land in a profitable agriculture sector so that it could lead to the improvement of the local resources base and employment scopes of small and marginal farmers and entrepreneurs especially women and poor people. |

The major aim of network is to build up strong unity and coordination among the local NGOs in Sylhet Division and build up capacities on Training, Fund raising, Donor Linkages, Experience Sharing etc. Particularly to strengthen organizational capacity in the areas of Education, Training, Microcredit and reproductive health care services that makes available resources among the community in Sylhet Division. |

Federation Development: |
| |
Formation of federation of Village Organization (VO) by the group members of the organization is an integral part of the institution building process for which VARD is approaching the concept since 1995. The federation is in three categories: |

Village Development Committee (VDC)- consists of 9 members from organized group leader of 2 villages. |
 |
Union Development Committee (UDC)- consists of 11 members of VDC Leaders. |
 |
Upazila Development Committee (UzDC)- consists of 13 members of UDC Leaders. |

| |
The VDC, UDC and UzDC comprise one President, one Vice President, one General Secretary, one Assistant General Secretary, One Treasurer and rest are general members. All members of the committee meet regularly in monthly meetings to identify problems of VOs, build-up leadership, institutional and federation capacity, justify loan distribution procedure, discuss social norms and women rights and build-up cooperation, mutual trust and grass root level people's organization. VARD is providing training for the federation leaders and committee members for capacity build up to smoothly run the federation activities. |

Facilities available at VARD |

VARD offers facilities of guest-house (3 and 2 bedded room), Conference Room, Training Room (residential and non-residential), training-materials, training equipment, vehicles services, photocopy, e-mail, internet, telephone and fax those are available both at its Dhaka and Sylhet Office. |
